January 2020 to present – Evaluation of national policy and programmes for children with disabilities
The overall purpose of this formative evaluation is to assess the relevance, efficiency, effectiveness, impact (to extent possible) and sustainability (to extent possible) of the national policies and programmes aiming at social inclusion and service provision in education, health, social and child protection for children with disabilities in Armenia during the time-period from 2014 to present. In addition to this, the evaluation will also assess UNICEF’s contribution in terms of addressing systems level bottlenecks and improving effective coverage with evidence-based interventions for children with disabilities in the country.
The evaluation will be forward looking, aiming at deriving lessons from the experience and existing evidence that can bring attention to the policies and good practices and inform national policy and programmes moving forward.
The findings and recommendations from the evaluation should inform the Government, UN agencies and civil society in Armenia about concrete steps that can be taken to realize the rights of children with disabilities, especially in areas where inequity for them is more prominent.
