Professional Experience
Hasmik Ghukasyan is a co-founder of ESI Consulting Group and a senior policy analyst specializing in social protection, disability reform, and inclusive education. With over three decades of experience, she has advised the Ministry of Labor and Social Affairs of Armenia, UNICEF, UNDP, USAID, and the World Bank on monitoring and evaluation, policy development, and system reform. She played a leading role in shifting Armenia’s disability assessment from a medical model to the WHO ICF bio-psycho-social approach, introducing personal assistant services, and strengthening child protection and alternative care monitoring systems. Hasmik is fluent in Armenian, Russian, and English, and has authored numerous publications on social policy, monitoring frameworks, and inclusive education. She is committed to bridging policy and practice to ensure reforms are visionary, evidence-based, and implementable.
