The goal of the project is to support inclusive education in Armenia, strengthening the basic service provision system through a life-cycle approach and ensuring ongoing special care and assistance to children with developmental delays and/or disabilities.
ESI Consulting Group is part of this initiative with key objective to enhance capacities of Republican and Regional Pedagogical Psychological Support Centers (RRPPSC) to plan and improve the quality of services provided to children with special education needs, including children with disabilities. The project will also enhance the needs assessment procedures and decision-making as well as support to establishment of the electronic system for special education needs assessment. The latter will help strengthen the tracking of the service quality and promote information exchange between education, social protection and health sectors.
Another important milestone of the project is to promote institutionalization of the routine monitoring methodology and tools for assessing the availability, accessibility and affordability of services for children. This will ensure provision of timely, gender-sensitive and reliable information on children with disabilities and special education needs for informed decision-making.
The project will also support the final set-up of the electronic database of the Republican Pedagogical Psychological Support Center enriched with the data from the Regional Pedagogical Psychological Centers as well as amendments of normative documents for using the new electronic database system.

– Capacity building for RPPSCs’ staff to improve annual planning and routine reporting processes
ESI particularly supported development of the annual planning tool and methodology. 18 RPPSCs and National PPC drafted their plans through additional group discussions and training to improve their relevant skills. Overall, 47 people took part in 3 training rounds as well as individual consultations.
