ESI jointly with R-Insights is to conduct a formative Evaluation of National Policy and Programmes for Children with Disabilities (CWD) in Armenia.
The survey was scheduled for August – November of 2020. However, unforeseen developments caused by COVID-19 pandemic outbreak and later the Artsakh War hindered the programmatic data collection from relevant Government stakeholders for the inception report. The state of emergency followed by the lockdown changed the overall evaluation schedule.
The inception report has now passed the review of the key programme documentation and kick-off discussions with UNICEF Armenia Country Office and the Ministry of Labour and Social Affairs (MoLSA) of Armenia. It has been assessed highly by the UNICEF Regional Assessment Team. Within the scope of the Inception Report the ESI Consulting Group has developed “The Theory of Change for the Disability Mainstreaming Policy of the Government” to outline the research activities.
